Agency’s strategic partnerships with government, international NGO’s, and other global volunteer-sending organizations. Prior to this appointment, Tonia served as Senior Operations Manager at the World Bank Group, leading a $25 million per annum partnership program supported by over 34 donors intent on expanding access to financial services globally.
From 1997 – 2004, Tonia led capacity development and technical assistance programs in public sector organizations (city government and non-profits) and in each case, successfully expanded the programs’ reach, increased their funding, and improved delivery of services. While working on USAID-funded capacity development initiatives in South Africa, Tonia very successfully cultivated relationships with local government partners and funders to identify, train, and support a pipeline of local talent for municipal leadership during South Africa’s transition period. The experience in sub-Sahara Africa significantly shaped Tonia’s approach to innovation in US community development demonstrated during her tenures with the National Forum for Black Public Administrators and the City of Richmond, Virginia.
In 2010 she launched the Prince George’s County Social Innovation Fund (PGCSIF) in the County that has been her home for nearly 17 years. Its mission is to build social capital and invest in new approaches to addressing a broad range of social challenges in Prince George’s County, Maryland. Tonia has a Master’s Degree in Public Administration and International Development Policy from the University of Delaware, and a BA in Political Science from North Carolina A&T State University.
