Arthur L. Neal, Jr


Arthur L. Neal, Jr. is the Deputy Administrator of the Transportation and Marketing (TM) Program under the U.S. Department of Agriculture’s (USDA) Agricultural Marketing Service (AMS). Neal is the first African-American to serve in the Senior Executive Service for AMS. Under Neal’s direction, USDA teams are responsible for enhancing domestic agricultural transportation challenges and improving market access and economic development for small farms. Prior to joining TM, Arthur played a leading role in the develop of regulations for the organic industry with the National Organic Program. Arthur graduated summa cum laude from Southern University and A&M College in Baton Rouge, Louisiana, and later earned a masters degree from the University of Arkansas-Fayetteville and the Scottish Agricultural College in Aberdeen, Scotland (UK).In his personal time, Neal serves in his local church and community by imparting into the lives of youth, men and married couples. He also enjoys writing music. Arthur and his wife Angelia reside in Upper Marlboro.
